What is an Educational Improvement Organization (EIOs)?
Under Pennsylvania tax law, Educational Improvement Organizations (EIOs) are nonprofit organizations approved by the state to receive EITC contributions and use those funds to support innovative K-12 educational programs. These programs are designed to enhance student learning beyond standard academic curricula and provide unique educational opportunities in the public-school settings.
Both the Radnor Educational Foundation and Radnor Memorial Library are registered EIOs, meaning they are eligible to receive EITC-designated contributions from businesses looking to take advantage of the state’s tax credit incentives. By directing funds to these organizations, businesses help expand enrichment opportunities for students and the community.
How Do EITC Dollars Directly Impact Education and Community Programs?
These programs, funded by business contributions through EITC, enhance learning, foster creativity, and strengthen community engagement.

- Technology Initiatives
- Hands-on learning experiences that go beyond traditional classroom instruction, inspiring students and enhancing their academic journey.
Radnor Memorial Library – Utilizes EITC funding to support key literacy and enrichment programs, including:
- Summer Reading Program – Encourages children to read and learn during summer break, preventing learning loss and fostering a lifelong love of books.
- Smart Kids – Engages young learners in fun, interactive activities that strengthen critical thinking and problem-solving skills.
- Science in the Summer – A hands-on STEM initiative providing elementary and middle school students with exciting science experiments and activities to boost their interest in science and discovery.
These programs, funded by business contributions through EITC, enhance learning, foster creativity, and strengthen community engagement.
“Instead of sending your money to Harrisburg, why not invest it directly into your community?” asks Todd Unger, Director of Friends of Education, who spoke at the Lunch & Learn event. Unger, an attorney with an LL.M. in Taxation, highlighted how businesses can leverage the EITC program to make a meaningful local impact in Radnor Township while maximizing tax benefits.
A Powerful Tax Incentive: 90% State Tax Credit for Donors
One of the most attractive benefits of the EITC program is the generous tax credit offered to participating businesses. A tax credit is a dollar-for-dollar reduction in an income tax liability. Companies that commit to a two-year donation receive a 90% state tax credit on their contribution, significantly reducing their Pennsylvania tax liability while making a meaningful impact on education. A tax credit is a dollar-for-dollar reduction in your income taxes.
“This win-win opportunity allows businesses to redirect tax dollars they would already owe to the state and instead invest in local education initiatives that benefit students, schools, and the broader community, says Todd Unger.
